Because flat coverings are single skins with finite lives, the answer is genuinely sometimes no — and a roofer who patches a finished roof without saying so is selling you the same visit annually.

Repair or replace

Rules of thumb we work to: one fault on a covering under two-thirds of its expected life — repair. Multiple faults, or a covering past its era (any mineral felt from the last century qualifies) — price both ways, lean replacement. Water in the deck — replacement, because no covering fixes a wet structure. At its edges and details, in this order: the junction with the house wall, edge trims and drips into the gutter, around any skylight or pipe, then joints in the field of the roof. Genuine mid-sheet failures are the rarity — which is useful, because details are cheaper to fix.
Is liquid "flat roof paint" a real repair? +
Liquid coatings have legitimate professional uses on sound roofs needing a life extension. Brushed over cracks and wet felt from a tub, they're a cosmetic that fails in a season or two. If a coating is proposed, ask what's being done about the faults underneath it first — that answer tells you everything.
